No, don’t be suspicious!
In towns and cities across the country homelessness is a real problem. While the K Street tent city was cleared earlier this year, the location and situation is very much taken form real world events. Unfortunately, those without homes are easy targets for abuse, and exploitation.

There should be more trash and fecal matter and needles on the street and sidewalk. Far too clean to be believable.
