(Spoilers) Content Warning: Empire America is a fictitious story based on real world events and places the US President under the control of a Nazi faction. The adventure explores racism, politics, and social manipulation. Additionally, there are asymmetrical acts of violence against innocent people, and events inspired by recent real world tragedies.
In no way do we condone or approve of acts of violence by hate groups, real or fictional. GMs should review their campaign’s Lines and Veils while considering this adventure.
Allegories In Comics & Campaigns
Comics have used people with powers as a stand in for people of a given minority. X-Men was inspired by the Civil Rights movement, and is rooted in the fight for equality. In campaigns where topics like racism are veiled it may be worth discussing using mutants as an allegory. Through the course of this adventure, GMs can swap minority characters with mutants.
Disclaimer
When work began on this Adventure Seed it was meant to be an example of how misinformation and violent rhetoric can lead people down a dark and dangerous path. When I learned of the right wing terrorist attacks on the US capitol, in an attempt to derail the transition of power I found myself in a state of cold shock. Then I found myself reaching out to everyone I knew in the DC area to see if they were safe. This was followed by calls to people in Atlanta for the same reason after learning of the events transpiring there.
If you balk at the use of the words right wing terrorists, be aware that I am not using this phrase lightly nor is it hyperbole. The Merriam Webster dictionary broadly defines terrorism as:

The FBI Code of Federal Regulations (28 C.F.R. Section 0.85) defines it more narrowly as:

While the adventure that unfolds below gives us clear villains to blame for the events within the story, in the real world things are not as clean cut. After more than fifty legal attempts, a sitting US President was caught attempting to coerce election officials to falsify voting records in the state of Georgia. In January 6th, at the “Save America” rally Donald Trump made the following statements:
“We will not let them silence your voices. We’re not going to let it happen.”
“Something’s wrong here. Something’s really wrong. Can’t have happened. And we fight. We fight like Hell and if you don’t fight like Hell, you’re not going to have a country anymore.”

At the same rally, the President’s lawyer, Rudy Giuliani called for trial by combat. However, these statements are just embers of a much larger fire that had been stoked for years, long before the election. For years media outlets such as Fox news, Newsmax, and more recently OAN have spread disinformation and propaganda designed to divide people and encourage mistrust in other news outlets. Tucker Carlson’s head writer Blake Neff was outed as a racist, and there were no real repercussions. Yes, the writer stepped down, but the rhetoric continues on, and this is just one of any number of examples of this kind of misinformation.
These are not isolated incidents, at the same time, there is no comic book style mastermind behind it all, just people looking to gain power, retain power, or just get rich off the fears of others. I used to say, you could watch a half hour of Fox, MSNBC, CNN, BBC News, and the Daily Show, and see the same story five times. Sadly, the Daily Show probably had the best coverage. There was a study done years ago that showed people whose primary news source was Fox were not just the least informed, but possessed less factual information about current events than people who watched no news at all.
Post Disclaimer Rant
Nothing in more recent years has shown that if the study was done again today the results would be different. Call me a libtard, SJW (which I still don’t see as an insult), or anything else you like, but the truth is, we as a nation should strive to do better. When fascism came to the United States we didn’t fight back, we equivocated, muddied the waters, as people more interested in division crafted an “other” for to direct the anger that should have been directed towards a government that failed to support them, and those who use their wealth to manipulate it, towards the most vulnerable populations in this country.
Do not settle for it’s over now, so we should move on. We will never be able to move on until those responsible are held accountable, and this vitriolic language is called out for what it is, hate speech. If by some chance someone in the news industry is reading this, do better. If speaking truth to power was easy, they would not have had to protect it in the constitution. Unfortunately, there are those that use this right to deceive others, stop hiding and call out the lies, and manipulation tactics as before they can continue to undermine this democracy we have seen is truly more fragile than many, myself included, could have imagined.
If this disclaimer offends you, I do not apologize. Now, without further ado, I present Empire America, a work that should have stayed fiction.
Overview
The election is over, and the sitting US President has been ousted, or should be. However, he has mounted continuous failed legal objections, and raised the question of election tampering, casting doubt in many Americans minds. While there is no evidence to support his claims, certain media outlets have supported this position, going so far as to encourage armed rebellion should the President elect be sworn in. Who is behind this, and how do they benefit from the chaos being sown remains a mystery.

Foreshadowing
It is entirely possible to rebrand the source stories to reflect characters from their setting. GMs may want to have the heroes help deescalate an armed protest. GMs may also read the following scene before the start of play.
“The people will support you. Factions work to discredit the work you have done to perfect this country, and your rightful victory. Ignore them, stamp out any decent, as you have done so well in the past. Should your efforts fail, do not leave, you are protected.” The phone went dead. No number, no indication of what protection his benefactors could offer, but they had helped him so far, why stop now? Defeat was only real when you admit it.
Marching Orders
It is New Year’s Day, check in with each hero, allowing them personal scenes. Afterward, let them know that the governor has been kidnapped from their retreat home. This is an opportunity to link the story back to Tools of the South if the heroes played through this adventure as well. The assailants have the governor in a van and are being pursued by local police, but they are unable to act due to fear of harming the governor.
The heroes can join the chase using a Competitive Roll.
Defenders: Kidnappers
Victory Conditions: They escape with the governor
Defender Advantages:
- Planned Route
- Fast Van
Complications: The kidnappers are members of a local terrorist group, although they call themselves a militia (Knights of American Vision) and have no intent on ransoming the governor, they had planned to film their execution. If the heroes reduce the kidnapper’s Successes to 0, they will kick the governor out of the van, to distract them, as they try to escape. Catching the governor should require an action with a Laborious (35) Difficulty. A partial Success will allow the hero to take 10 Damage (5 Penetrating) to protect the governor as they catch them while falling themselves.
For the kidnappers, the driver has a Vehicle roll of 12 + 3d6. For all other rolls, use the stat block provided for the Knights of American Vision, Hitters in Tools of the South (https://housedok.com/tools-of-the-south/).
If the heroes capture the kidnappers, they may be able to get more information.
Interrogating the Kidnappers
To gain information from the kidnappers, the heroes can take several approaches, rolling either Mental + Negotiation, or Expression + Subterfuge. In either case, the difficulty is Expert (20).
- Failure: One of the kidnappers will state a reckoning is coming, but that is all.
- Partial: Another will tell the heroes that this was not a kidnapping, but a citizen’s arrest. Justified by the present themselves.
- Success: The kidnappers will state that after a fair trial, the governor was to be executed for failing to recognize the victory of the President, and governor’s ties to an underground cabal attempting to steal the US election.
- Reminder: The incoming President elect won with a majority of both popular and electoral college votes.
- 1 Degree: They will name other politicians that they believe in part of this secret cabal. All of them are part of the opposition party.
- 2 Degrees: The kidnappers will expand on their previous statements, citing the Eagle News Network as proof of deep state government operatives working to undermine the President.
- 3 Degrees: In the end, they will admit that there is nothing that the heroes can do to stop them, as the chief of police is part of the resistance.
- If the heroes playing Poisoned Apples, Part 2: Consequences and Repercussions (Patreon Bonus Content) and recovered the Eisenreich data: The kidnappers will realize that the led to the arrest of the chief of police by FBI agents, becoming further enraged, calling them traitors to the United States.
Following The Leads
The heroes may have several leads to follow depending on how successful the interrogation went.
Justified By The President? (Intelligence + Research Difficulty Simple (10)
- Failure: There is no evidence to support their claims.
- Partial: There are a number of news stories on how the President is contesting the election results.
- Success: After having lost a recent court case in the state the President made comments about how the governor had rigged the courts.
- If the hero has the Law Talent, add one free Degree of Success.
- 1 Degree: As a federal court case the governor had no involvement in seating the judge who ruled on the case.
- 2 Degrees: This is part of a larger pattern of political attacks after losing the election.
- 3 Degrees: There have been a number of protests and demonstrations in cities the
President has targeted.
Conspiracy Cabal (Wisdom + Street Smarts Difficulty Expert (20))
Heroes gain a Free Degree of Success if they have Received 2 Degrees of Success or more while interrogating the kidnappers.
Note: Research can be used instead of Street Smarts, increase the Difficulty by 10.
- Failure: There is no indication of any sort of opposition party cabal.
- Partial: The heroes are able to locate news articles that mention a conspiracy theory that links opposition party leaders and members to a secret society that actually controls the United States. These claims are almost universally dismissed, except from the Eagle News Network, and other far right news outlets.
- Success: Although most news outlets dismiss these claims, as they are easily debunked, they don’t seem to acknowledge the growing number of people who not only believe them, but have begun rallying around them.
- 1 Degree: Deep State theorists or Deep Staters believe that the President has been stymied for years, and that as this underground cabal grows in power they were able to inject votes into the election to ensure his defeat. All of this has been disproven, but news outlets like ENN push the narrative.
- 2 Degrees: While there are no apparent links between ENN and other news outlets. There seems to be a conspiracy theory pipeline as they emerge on the Eagle, and then spread to other media.
What is The Eagle News Network (Intelligence + Science (Social Science) Difficulty Average (15))
Note: Education or Research can be used instead of Street Smarts, increase the Difficulty by 10.
Heroes gain a Free Degree of Success if they have Received 2 Degrees of Success or more while exploring the Conspiracy Cabal.
- Failure: ENN is an internet based news outlet.
- Partial: The site leans hard right, and runs news stories that contradicts vetted news stories.
- Success: ENN is only three years old. Some of the main contributors appear to be right wing commentators who’s hard line stances caused them to lose their jobs at more established news outlets.
- 1 Degree: The Eagle’s news stories are easily debunked, and often use edited or elective footage to shape the narrative. There seems to be some kind of pipeline for ENN’s most popular stories to more widely accepted news outlets as these stories are repackaged for general consumption.
- 2 Degrees: Online sources point to multiple instances of ENN using coded, and some less coded phrases linked to white supremacist rhetoric.
- 3 Degrees: ENN was founded by a charitable donation, and accepts money through a blind trust, allowing donners to remain anonymous. Also, a number of bots have been linked to ENN, used to elevate their message, and drive traffic using fake accounts to target receptive audiences. However, this marketing practice cannot be linked back to the network.
- 4 Degrees: On the surface, the site appears to be simply bad reporting. However, the Eagle taps into themes that appeal to the disenfranchised, creating an alternative narrative that would comfort people who are looking for an “other” to blame for why their lives didn’t work out the way they wanted. This is a common recruiting tactic used by hate groups, as they learn to dismiss or reject any evidence that does not match the narrative they are given.
Police Protection (History + Area of Influence: Police, or a suitable contact within the Police Difficulty (Advanced (25))
Note: Heroes who have not played Poisoned Apples, may treat this is an alternative introduction to the adventure, replacing the Dog Catcher with finding evidence of police corruption. The events of Poisoned Apples can run in parallel to this story offsetting the scenes.
- Failure: No one is willing to talk to the heroes about this.
- Partial: One person will tell them not to look into this.
- Success: An officer the heroes know tells them that there have been a number of strange redeployments over the last year. There are other weird things going on, but they are not willing to talk about it.
- 1 Degree: The officer will tell them that they have a sneaking suspicion that evidence in the kidnapping will go missing, but it’s too dangerous for them to get involved.
Plan(ted) Protest(ers)
A week after the kidnapping attempt there are armed protests across the city, and similar protests in other cities across the country. These protests will target government buildings, schools and libraries that were used as voting locations. A large number of protesters carry handguns and/or assault rifles and wear body armor.
Poisoned Apples: If the corrupt police have not been rooted out, the protests have only a minimal police presence, which is more focused on counter protestors. These sites are a powder keg, and the heroes will need to spread themselves out to address all the sites.
Containing the Protests (1 location per hero, including the Secretary of State’s office, which may be the capital building)
- Stakes: Fights will break out and innocent civilians will be harmed.
- Size 2 – Impacts the grounds around the building.
- Ferocity 3 – To widespread for non-powered people to prevent casualties
- Target 35
- Damage -/5
- Success Threshold 9
- Starting Advantage 5
- Note 1: The protests will begin non-violently. However, any use of force or Intimidation by the heroes, which is as little as placing a hand on someone’s shoulders, will trigger a violent response. This will immediately spread to all the impacted sites.
- Note 2: If the heroes have already completed Poisoned Apples, they gain 1 additional Success each Turn as police help to control the situation.
Added Complication: New Documentation: At some point during the protests, the hero at the Secretary of State’s office should be allowed a Sense + Perception Roll, versus a Contested 16 + 5d6 (+15 if violence has broken out) to notice one of the protesters sneaking into the building.
If the hero stops to apprehend them, they cannot make rolls to contain the protest, while doing so. They will not fight the hero, but will attempt to flee, with a roll of 8 + 3d6. They are carrying documents with different election results.
Election Documents: The documents are forgeries, and the heroes can prove this with a Sense + Forgery Roll, Difficulty Laborious (35). The documents are designed to look like they have results that favor the President and have been suppressed. If the heroes can prove they are forgeries to the protesters, this will end the protest as people, disheartened, leave the scene.
Disinformation Campaign
Following the protests, a number of stories will break in the news based on what has transpired so far in the adventure. The stories will begin on ENN and will quickly spread to other right leaning news channels. The stories pick up on themes such as personal freedom, and making sure the people’s voices are heard. For those not looking at where the narrative leads, and how it draws one to their conclusion it’s easy to be swept into the story, like following one’s favorite sports team, even after a scandal. They are still your team, so hearing good things about them can offset the negative news, or in this case, reframe the narrative in a positive light.
The News Not Fit To Print (But Someone Did Anyway)
- Local Militia Defends the President: The author defends the Knights of American Vision for trying to force the governor to admit to the corruption within their administration. The article will cite the President’s comments as evidence of fraud, but there is no other material. The article will go on to conflate being released on bail with innocence as anonymous donors paid their bail in full. Finally, the article will decry the heroes as a fascist arm of a growing underground movement looking to frame the President.
- If the heroes collected the evidence in Poisoned Apples II, this story will not run.
- The Good Protest: The protesters will be portrayed as honest Americans who are looking to uncover the truth behind the election. If there was any violence at the protests doctored footage appears from the protests framing the heroes at the instigators of violence, and will show them as brutalizing innocent people.
- There is no way to prevent this story from running. However, if the heroes recorded the protest, they can release unedited footage to clear their names.
- Alternatively, they can attempt to locate unedited footage but that will require Contested Sense + Computer roll against 20 + 4d6. Releasing this footage will help to clear the heroes names, but no redactions will be printed by right wing news outlets.
- If the heroes fail this contested roll the news outlet targeted will run articles on a Deep State breach attempt.
- Sham Elections: Articles will show evidence of suppressed votes based on documents found in the Secretary of State’s office. The documents will have been found in their office by an anonymous source. The pieces will go on to call for the results to be declared invalid and a set of electors chosen by the President be put in place.
- If the heroes discover the New Documentation, the story will change to identify the papers as being acquired by a protester, even if they never made it into the building.
- If the heroes are able to verify the documents were falsified, this story will not run.
- If the heroes were unable to detect the forgeries, this will surface several days later, but redactions will be limited in scope.
Rising Tensions
In the days leading up to the inauguration, the rhetoric in right wing media will continue to escalate. Heroes monitoring the news will see stories about another planned protest.
Story Between The Story
Heroes investigating deeper than just the headline stories can make an Intelligence + Science (Social Science) roll against an Very Advanced (30) Difficulty. Every 2 Degrees of Success the heroes had on What is The Eagle News Network grants a Free Degree of Success here.
Note: Heroes can substitute Research, or Area of Influence: Media increasing the Difficulty by 10.
- Failure: There is a mounting number of stories that all revolve around the narratives of local militias upholding the Constitution, the need for these types of protests, and how the election is being stolen.
- Partial: Polls on independent sites show an increasing support for the stolen election narrative.
- Success: Processing right wing media, there is a pattern emerging that indicates there may be not just protests, but possibly worse at the inauguration.
- 1 Degree: Cross referencing multiple sources, there seems to be a clear outline of times key figures will be present and when they might exit as a show of solidarity with the President.
- 2 Degrees: Digging through the comments section, links to various forms can be found. Here it becomes obvious that some type of violent demonstration is being planned for after the current sitting President leaves the area. Collecting this information, and presenting it to authorities will increase the police presence at the inauguration. )Which may have unintended consequences if the Eisenreich have not been stopped in Poisoned Apples II.
Casual discussions are turning violent as people ignore or shut out facts. This is an opportunity for GMs to run another series of personal scenes, where the heroes can possibly intervene and help people. .
Racial Violence
Depending on the campaign tone, the GM should consider pointing out these events more often than not involve attacks on BIPOC..
Inauguration Day / Insurrection Day
The national mall is divided into two sections, those who came to see the inauguration, and those who came to denounce it. Protesters have been blocked off using double barricades with a roughly 5 meter gap between the barriers, to mitigate thrown objects.
Depending on the heroes’ actions there are a number of police guarding each Range Increment of the barrier.

Also, the heroes can impact the number of protesters. Per range Increment.
Base Protester Size: Major Mob + a second Major Mob waiting in the wings
Decrease the Size for each of the following
- Arrest Brian Gordon and stop Tools of the South Riot
- Expose the Corrupt Police (Poisoned Apples)
- Mitigate 2 or more Disinformation Campaign Stories
Increase the Size if no actions were taken for the Story Between the Story.
The Rising Tide of Terror
Shortly after the opening pomp, the sitting President will exit the stage, before the official inauguration begins. At this point, all hell breaks loose as the protesters turn into rioters. Most are armed with pistols, there are a fair number carrying assault rifles, and some have homemade explosives.
- Stakes: The President-elect is assassinated before they can be inaugurated.
- Size 3 – The entire national mall is under siege.
- Ferocity 3* – This is a well armed, and highly motivated terrorist attack
- Mob Sizes: Subtract the size of the police force from the size of the rioters. For each Typical Mob remaining increase the Ferocity 1, Damage 1, and Starting Advantage 1.
- Spoiled Apples: If the Eisenreich base in Poisoned Apples was not discovered, add the police force Mob Size to the total, as they assist in the Riot.
- Target 40
- Damage 6
- Success Threshold 11
- Starting Advantage 5
A Tide Too Strong
If the rioters succeed the President will return to the stage, stepping over the bodies of the dead to stand at the podium, and announce his victory, as he does so, six armored tanks burrow out of the earth on either side, deploying legions of Eisenreich soldiers. With them, comes a man wearing what looks like a modified Nazi officer’s uniform, along with a number of other soldiers (one per hero). As the President is giving his speech, he will introduce his new Vice President, Karl Wulfhart, thanking them for their tactical coordination to help overthrow the deep state.
Turning the Tide
If the heroes are able to quell the riots, they will have a moment to breath, before the burrow tanks roll into the mall. Barrierekraft soldiers disembark as the tanks target the heroes. Unlike in A Tide Too Strong, Herr Wulfhart will remain safely inside one of the tanks, instead deploying his entourage.
Rallying In The Face of Fascism
In either case, check each heroes’ Drives, they are fighting Nazis for the soul of the United States. If one of the heroes gives a rallying speech, GMs may want to award all the heroes 1 Willpower + 1 Willpower for each Power Level they are below High in addition to this.
Additionally, there are many who participated in the assault, who while willing had been manipulated by false narratives, and swept up in defending their party. If a hero gives a rallying cry, some will see that they have been manipulated, rioters and police will rally to this call.
If the heroes Turned the Tide, mitigate 2 Barrierekraft Mob for each 3 Total Mob Sizes of the Rioters + Police, as they assist the heroes.
If the Tide was Too Strong, mitigate 1 Barrierekraft Mob for each 3 Total Mob Sizes of the Rioters + Police, as they assist the heroes.
Who Is This? Wisdom + Study: World War II History (or other appropriate Study) Difficulty Very Advanced (30)
- Partial: Whoever arrived wear what look like a variation on Nazi uniforms.
- Success: The Eisenreich are a splinter group of the Nazi party using the name Eisenreich at the end of the war.
- 1 Degree: The Eisenreich was part of an experimental sciences wing of the Nazi party.
- 2 Degrees: Towards the end of the war they were said to have gone underground.
- 3 Degrees: Rumors of them pop up through the 50s and 60s recovering hidden Nazi assets in Europe, Brazil, and South America.
- 4 Degrees: Some have theorized that the Eisenreich continue to operate through an underground network, but have gotten much better at hiding their presence, or involvement.

6 Typical Barrierekraft Mobs
Wulfhart’s Entourage (Classic Gen 3 Übermensch + Advanced + Brawler + Striker + Tough + Maneuver Specialist: Heavy Blow)
Genetically engineered super soldiers. The Übermensch are the jewel of the Eisenreich forces. There are not many, but their abilities can be terrifying. Some are as tough as tanks, and just as strong, others can create bolts of energy, or anything in between. The Übermensch soldiers use technology to make up for what their genetic heritage does not grant.
6 Rüstung Grab (Burrow Tanks) (High Powered + Armored + Reinforced + Tough + Brawler + Shooter, Major Mob Size)
Designed to connect cave systems the original Rüstung Grab have been outfitted with reinforced armor and artillery. Manned by five many teams the Rüstung Grab is capable of blasting through the worst terrain or burrowing under it.
Aftermath
No matter how things shake out, this adventure is likely to have a long term impact on the campaign.
Outcome 1: Empire America
Conditions: The Riot Succeeds/the President Elect is killed and the Eisenreich are not defeated.
The President, along with Herr Wulfhart, will assume control of the United States government using Barrierekraft troops to hold DC, as other Eisenreich forces reveal themselves across the country. Many with an intimate understanding of local police forces and tactics. They will implement draconian tactics to maintain control as they recruit local white supremacists, Neo-Nazis and other sympathizers. The military may be divided as the commander in chief is content with the Eisenreich. However, over the following weeks, resistance groups will begin to emerge. If the heroes survived Inauguration Day, welcome to the resistance.
Outcome 2: America Under Siege
Conditions: The Riot Fails and the President Elect survives but the Eisenreich are not defeated.
The President and their cabinet are forced to go into hiding over the next few weeks. However, with clear leadership, US forces are able to retake the capital. Once DC is secure, it becomes a battle to retake the country. If the heroes survived Inauguration Day, they will very likely be part of an elite group that helps to reclaim cites from Eisenreich forces.
Outcome 3: The Long Shadow
Conditions: The Riot Succeeds/the President Elect is killed but the Eisenreich are defeated.
The National Guard will quickly move in to help secure DC. The Vice President elect is sworn in the following days. Unlike in the first two Outcomes, the Eisenreich will not attempt to take control of cities throughout the US. However, right wing media outlets will mar the presidency as illegitimate despite being in line with the 20th Amendment of the US Constitution. White nationalists throughout the country will be lured by the Eisenreich, swelling their ranks as they plan their next action.
Outcome 4: Out of the Ashes
Conditions: The Riot Fails and the President Elect survives and the Eisenreich are defeated.
Like in Outcome 3, however, there will not be a question of legitimacy around the President. Even as the most positive of the four outcomes, the GM should consider the long term impact to their campaign.
